Chinese Pidgin English in the Northwest language mix.
It makes another appearance in stereotyped Chinese-laundry form in this ad:

I’ve heard my grandma (born 1910) talk about blueing and such. And we make our own laundry detergent in our house, with borax and washing soda. I’ve even met a washboard player. (Hi, Lee from Alaska.)
But this is my first experience of “velly chep”. Puts me in mind of another ouch-inducer, “My husband–Some hotshot.”
